Parliament and the Making of Laws

The basic function of parliament is to make laws. It is the supreme law making institution. In addition to introducing legislation on their own, they have the power to amend, approve or reject government draft laws. All legislative proposals have to be brought in the form of Bills before the Parliament. A Bill is a statute in draft and cannot become law unless it has received the approval of both the Houses of Parliament and the assent of the President of India. There are several stages from the submission of a bill to making it a law. After the bill is passed by the Parliament and receives the Presidential assent, it becomes a law. A Bill undergoes three readings in each House before it is submitted to the President for assent. After a Bill has received the assent of the President, it becomes the law of the land with gazette notification. We shall have a detailed understanding of the procedure with the help of this Presentation.
