An organization's most valuable asset is its human resources. Planning for human resources is a crucial managerial role. There is typically a scarcity of suitable individuals, in the correct quantity, at the right time and location, who are trained and motivated to execute the right sort of work at the right time. The company will calculate its workforce demands and then identify the sources through which they will be satisfied. The job would suffer if the needed labor is not present. Human resource planning and manpower planning are two phrases that are sometimes used interchangeably. Manpower planning is not a substitute for human resource planning. Rather, the latter is a component of the former, i.e., manpower planning and human resource planning are linked. Human resource planning, according to E.W. Vetter, is "the process by which management defines how an organization should make the transition from its existing manpower position to its intended manpower position."
